Značaj
Autoput na Pan-evropskom Koridoru 5c: Budimpešta-Osijek-Sarajevo-Ploče, jedan je od
najznačajnijih i najprioritetnijih projekata za BiH. Izgradnja ovog autoputa je već počela, ali
intenzivan početak izgradnje ovog autoputa bit će ključni pokretač privrednih i društvenih
aktivnosti i omogućit će uključenje BiH u glavnu evropsku saobraćajnu mrežu, te globalni
evropski društveni i ekonomski sistem.
U toku je gradnja autoputa kroz Bosnu i Hercegovinu, u okviru koridora Vc. Osnovni podaci
o projektu autoputa su:
Željeznički koridor Vc
Željeznički koridor Vc će većim djelom slijediti pravac autoputa na koridoru. On bi trebao biti
važna poveznica Mađarske (ostatka Evrope), Hrvatske i BiH. Povezati će i BiH sa RH
morskom luku Ploče, koja je vrlo važna, kako za BiH, tako i za RH.
Bosmal d.o.o. želi da izgradnjom autoputa na koridoru 5c otvori javne radove u Bosni i
Hercegovini. Ovaj "new deal" za BiH donijeće 330 kilometara najsavremenijeg autoputa u
Europi.
Predviđeni troškovi izgradnje autoputa iznose 2,5 milijarde EUR, koji će se obezbijediti kroz
konzorcij svjetskih banaka. Prema Bosmalovom planu i analizama vodećih svjetskih
kompanija u ovoj oblasti, put bi se mogao napraviti za pet godina.
Na njegovoj izgradnji će biti angažovano oko 20.000 radnika, a uposliće se sva građevinska
operativa i industrija Bosne i Hercegovine. Kao najveći infrastrukturni projekat, autoput će
pokrenuti razvoj privrede u BiH. Autoput će skratiti vrijeme putovanja, te će se od Save do
mora stizati za samo tri sata.
Bosmal d.o.o. je obezbijedio garancije Bank Islam Malaysia Berhad na 300 miliona EUR,
samo mjesec dana nakon zahtjeva Vijeća ministara BiH. Ta inicijalna sredstva će se
upotrijebiti za pripremu studije izvodljivosti, izradu dokumentacije i djelimičan otkup
zemljišta. Očekuje se početak pregovora o koncesionom ugovoru sa Komisijom za koncesije
BiH.
Autoput bi se gradio po sistemu DBFOT (Design, Build, Finance, Operate and Transfer -
projektuj, izgradi, finansiraj, koristi i prenesi). Po tom modelu, koncesionar obezbjeđuje
sredstva, snosi sve poslovne rizike i, nakon isteka koncesionog perioda, prenosi auto put na
državu Bosnu i Hercegovinu.
KORIDOR 5C
Ogranak "C" koridora 5 prolazi kroz Bosnu i Hercegovinu i proteže se pravcem Budimpešta -
Osijek - Sarajevo - Ploče.
Put prolazi kroz centralni dio zemlje u pravcu sjever-jug od Donjeg Svilaja do granice BiH
sjeverno od luke Ploče, idući duž rijeka Bosne i Neretve. Više od 50 posto ukupnog
stanovništva i privredne aktivnosti Bosne i Hercegovine su u gravitacionom području ovog
pravca.
VAŽNOST PROJEKTA
Koridor ima veliku regionalnu važnost za BiH, Hrvatsku i Mađarsku. Ekonomski razvoj i
integracija sve tri zemlje u europsku ekonomiju umnogome će zavisiti od dobrih transportnih
veza. Hrvatska će, preko ovog koridora, imati kraću vezu između svojih regiona: Slavonije
(istočna Hrvatska) i Dalmacije (obalna Hrvatska). Mađarska će imati solidnu vezu sa BiH i
lukom Ploče u Hrvatskoj.
STRATEŠKA VAŽNOST
Sa izgrađenim koridorom 5C, US i NATO vojne snage u regionu bit će mnogo mobilnije.
Autoput će integrirati ovaj ratni region, time što će uvesti novu ekonomsku i geopolitičku
viziju. S druge strane, on će pomoći međunarodnoj zajednici u postizanju cilja - približavanju
BiH Europskoj uniji.

Što se Lompara tiče, nije imao dileme ni oko toga da li graditi tzv. brzu
cestu duž jadranskog primorja ili Jadransko-jonski autoput?
Zajednička studija je izostala. Hrvatska, BiH i Crna Gora još nisu uskladile
svoja gledišta kuda će prolaziti budući Jadransko-jonski autoput. Na
jednom od sastanaka triju državnih ministara saobraćaja u Trebinju
(Božidar Kalmeta, Branko Dokić i Andrija Lompar), podsjećamo: potpisana
je zajednička izjava, u kojoj se kaže da će posebna radna grupa odrediti
trasu buduće autoceste.
Danas, izvjesno, malo je onih koji imaju jasnu sliku, onih koji imaju i
novac i neupitna saznanja gdje bi ga u prostornom smislu najbolje bilo
situirati.
PODSJEĆAMO, prvo smo čuli (ili nam je neko tako prenio vijest) da će
Evropska zajednica podržati izgradnju Jadransko jonskog autoputa.
Danas, eto, s jedne strane imamo trendove koji rezultiraju rastom cijena
nekretnina, ali, istovremeno, imamo i potpunu suspenziju bilo kakvog
pokušaja da se sagleda prostorna budućnost Hercegovine. Ovaj drugi
trend, nema sumnje, obara cijenu nekretnina.
Dakle, na sceni su dva suprotna procesa, koji zbunjuju i nas kao građane,
ali i sve one koji imaju namjeru da ulažu novac u Jadransko zaleđe.

Corridor Vc (Corridor 5c) is a branch of the fifth Pan-European corridor. The path of the
corridor is presently the European route E 73, and a new highway is being constructed as part
of the upgrade of the corridor.
Vc connects Budapest in Hungary to the Adriatic Sea at the Croatian port of Ploče. The
corridor does not only feature the highway, but rail upgrades and airports of significance
along the way. The longest part of this corridor goes through Bosnia and Herzegovina and is
widely touted as a road instrumental to the development of the country. The road also
connects the eastern and southern parts of Croatia directly.

Construction of the highway, whose total length is 340 km, will provide: rational connecting
to neighboring countries and regions; stabilizing and developing effects will be reached;
transport conditions and quality of life improvement; economy competitiveness enhancement;
new projects launched and national and international private investments enhancement

Corridor Vc in Hungary starts at Budapest and continues south along the M6 highway to the
Croatian border. As of 2008, 61 km (38 mi) stretch between the M0 Budapest beltway and
Dunaújváros is the only Hungarian part of the Corridor constructed as a highway.
Between Dunaújváros and 118 km (73 mi) of highway is under construction, planned openig
April 2010.
The rest 19 km (12 mi) between Bóly and the Croatian border planned until 2013.

The Croatian Corridor Vc is divided into two parts: the northern and the southern one. The
Croatian parts of the corridor, while 112 km long, together form only 18% of the total length
of the corridor. Osijek, a major Croatian city is located on Corridor Vc.
The northern Croatian part of the Corridor Vc is signed as A5 highway. It is 88.6 km long and
intersects A3 highway. Seven highway interchanges are planned. The highway will also
feature a closed toll collection system, as well as several noteworthy objects including bridges
over Drava and Sava rivers and a railway overpass north of Sredanci. The most important
interchange of this highway is Sredanci, where A5 highway crosses the A3 highway, which is
a part of the important Pan-European Corridor X. A5 goes from Hungarian border (near Beli
Manastir) to Bosnia and Herzegovina border (near Sredanci). The highway will be
constructed in five sections:
The segment between Đakovo and Sredanci (23 km) was finished and officially opened for
traffic on November 9, 2007, while the segment between Đakovo and Osijek was officially
opened for traffic on April 17, 2009. The rest of A5 is currently in construction.
The southern part is signed as A10 highway. It will be tolled between Mali Prolog and the
Ploče interchange. The highway has already been planned and there are means to construct it,
but it will be built upon construction and opening of A1 highway up to Ploče because it will
be effectively useless before. Ploče, a Croatian seaport used mainly by Bosnia and
Herzegovina is located at the southern terminus of the highway. When finished, A10 will be
only 23 km long. It will thus be one of the shortest highways both in Croatia and as a part of
Corridor Vc.

This Study provided priority transport corridors in Bosnia and Herzegovina, which were
afterwards confirmed by subsequent studies, to a great extent. At the same time, this Study
defined main goals in transport sector in Bosnia and Herzegovina, as well as Development
Scenario by 2020. Development Scenario includes three phases:
